Written Answers. - Democratic Government for Cambodia.

Question:

111 Mr. Barry asked the Tánaiste and Minister for Foreign Affairs if he will ensure that Ireland will support in full the UN in its efforts to bring about a democratic Government for the people of Cambodia, that is, a Government that is not dominated by the Khmer Rouge.

Ireland fully supports the efforts of the United Nations to bring about a democratic government in Cambodia. The elections being held there from 23 to 28 May, organised by the United Nations Transitional Authority in Cambodia (UNTAC), are an essential step in the process of democratisation. In addition to organising the elections, it is UNTAC's role to ensure that they are free and fair. There are currently 40 members of the Garda Síochána and 12 members of the Defence Forces serving with UNTAC. A number of Irish citizens are also in the service of UNTAC.

In addition, in response to a request from the UN, it is envisaged that a number of Irish citizens will travel to Cambodia to act as UN polling station officers during the elections.

While it is a matter for the people of Cambodia in free and fair elections to decide on their Government, I must make it clear that Ireland abhors the policies and practices associated with the Khmer Rouge.
