Question:

147 Mr. Callely asked the Minister for Education her policy in relation to career guidance teachers; whether all post-primary schools under the aegis of her Department have a fully qualified career guidance teacher; and if she will make a statement on the matter.

I am very conscious of the need to help pupils to develop positive attitudes and behaviour and to make satisfying and fulfilling educational and career choices. While guidance counsellors have a central role to play in this process, it is important that the provision of guidance be seen as a school-wide responsibility, involving the collaboration of the school administration, the guidance counsellor and the other teachers.

All post-primary schools of 500 pupils or over qualify for the allocation of a post on an ex-quota basis for guidance. In addition, in accordance with the terms of theProgramme for Economic and Social Progress, a phased programme, which started in 1992-93 and which is due to be completed in 1994-95, was introduced to provide for the recognition on an ex-quota basis of 0.5 of a wholetime post for guidance in secondary, community and comprehensive schools in the 350-499 enrolment category with a similar provision for vocational schools to be made on a vocational education scheme basis. It is open to school authorities to appoint career guidance teachers within quota if they wish.
