Request to Move Adjournment of Dáil under Standing Order 30.

Before dealing with the Order of Business proper I propose to deal with a notice of motion under Standing Order 30 from Deputy John Bruton. I now call on Deputy Bruton to state the matter of which he has given notice.

Under Standing Order 30 I wish to raise the proposal to make decisions behind closed doors permitting the Dáil to spend £12.5 billion of EC and Irish money — approximately £10,000 for each household — without either the prior approval of the Dáil or the publication of the costly research on how the money can best be spent. I request a Dáil debate on a motion under Standing Order 30 instructing the Government to publish the ESRI report on the Structural Funds and to submit its proposals for use of those funds to Dáil Éireann prior to submission to the European Commission in view of the Dáil's clear responsibility for public finances under Article 17.2 of the Constitution.

Having considered the matter fully I do not consider it one which should be contemplated under Standing Order 30 and, accordingly, I cannot grant leave to move the motion.
