Question:

76 Mr. Haughey asked the Minister for Justice if EC nationals residing in this country who are claiming social welfare and supplementary welfare allowances are required to have a certificate of registration stamped regularly in the aliens office; and if this situation is compatible with EC Membership Treaties.

As is the common international practice, including within the European Community, Ireland operates a system of statutory provisions governing residence which apply to foreign nationals, including EC nationals. In accordance with these provisions, foreign nationals intending to reside in the State for longer than three months are required by law to register with the Garda Síochána in the area in which they reside.
