Written Answers. - Human Rights Violations in Haiti.

Question:

63 Mr. Sargent asked the Tánaiste and Minister for Foreign Affairs if he has written to the President of Haiti to call for a full and impartial investigation into the disappearance of at least ten people since the coup that ousted the Government of President Aristide in October 1991.

On 30 September 1991 a military coup took place in Haiti against the country's first democratically elected President Jean Betrand Aristide. Ireland co-sponsored a Resolution at the UN General Assembly condemning the coup and calling for the restoration of President Aristide's Government. Together with partners in the Twelve we have suspended aid to Haiti under the Lomé Convention and have called in several statements for a return to the rule of law and the reinstatement of the legitimate authorities in Haiti.

Along with the international community Ireland remains deeply concerned about human rights violations in Haiti. For this reason we have supported the deployment of a civilian monitor mission in Haiti composed of a United Nations and Organisation of American States contingent of equal strength whose main objective is to verify respect for human rights.

If the Deputy would like to provide a list of the people he refers to who have disappeared since the coup I will be happy to have these cases taken up with the United Nations.
