Question:

33 Mr. Gregory asked the Minister for Social Welfare the reason a person (details supplied) in Dublin 3 who is redundant and was in receipt of dental allowances is not now entitled to this allowance.

The general contribution condition for treatment benefit requires an insured person to have 13 reckonable contributions paid in a recent tax year. This condition is not satisfied according to the insurance record of the person concerned.

The contribution condition does not apply to persons who are in receipt of certain social welfare payments. However, the person concerned has been signing for credits only since 1989 and is not in receipt of a social welfare payment which would exempt him from the requirement to have 13 paid contributions.
