Question:

104 Mr. Molloy asked the Minister for Agriculture, Food and Forestry the proposals he has for non-rotational set-aside; and if these proposals have been adopted by the European Community.

In May 1993 the Council of Agriculture Ministers agreed to fix the level of non-rotational set-aside to apply to sowings for the 1994 harvest at 20 per cent, i.e. 5 per cent above the current level for rotational set-aside.

The initiation of proposals for EC rules is a matter for the EC Commission. Proposals for future set-aside are due to be presented to the Council of Agriculture Ministers by the EC Commission by 31 July 1993, including general rules relating to non-rotational set-aside. These proposals will be discussed at Council during the second half of the year. Commission proposals covering some technical rules relating to non-rotational set-aside are currently under discussion at official level.
