Written Answers. - Gleeson Report on Public Service Pay.

Question:

44 Mr. E. Kenny asked the Minister for Finance his views on the recommendations of the Gleeson report on pay and remuneration in the Public Service; if the Government intended to implement the proposals of this report; and if he will make a statement on the matter.

The recommendations in Report No. 35 of the Review Body on Higher Remuneration in the Public Sector have been accepted in principle by the Government, in line with their established policy of accepting the recommendations of this independent review body.

Some aspects of the recommendations, those relating to expenses, superannuation and severance arrangements for Members of the Oireachtas, have been implemented.
As regards implementation of the main recommendations of the report, which relate to rates of salary, the Deputy will be aware of the concerns expressed, and continuing to be expressed, by the Government in relation to the public service pay bill, in particular the very difficult position applying in 1993 and in prospect for 1994. The question of implementing these recommendations will be kept under review in the light of the provision of theProgramme for Economic and Social Progress pay agreement and the budgetary imperatives for 1993 and 1994.
