Written Answers. - Western Saharan Referendum.

86 Mr. Connor asked the Tánaiste and Minister for Foreign Affairs the actions, if any, he has taken to ensure that a referendum will take place in Western Sahara in 1993 as envisaged in the UN Security Council Resolution 690; and if he has protested to Morocco about that country's interference with the work of MINURSO who are attempting to put in place the wherewithal for the referendum in Western Sahara.

97 Mr. Connor asked the Tánaiste and Minister for Foreign Affairs the action, if any, his Department has taken to ensure that a referendum will take place in Western Sahara in 1993 as planned in UN Security Council Resolution 690; and if he has protested to Morocco about that country's interference with the work of MINURSO who are attempting to put in place the wherewithal for the referendum in Western Sahara.

I propose to take Question Nos. 86 and 97 together.

On 2 March 1993 the UN Security Council unanimously adopted Resolution 809, requesting the Secretary-General to report on the prospects and modalities for the holding of the referendum on a free and fair basis, with a view to its taking place by the end of 1993 at the latest.

The Secretary-General informed the Security Council on 21 May 1993 that his Special Representative, Mr. Yaqub-Khan, had visited the area at the end of March for talks with the parties. Mr. Yaqub-Khan had reported that both sides had shown a desire to move towards an early referendum. The Secretary-General also said that he would personally visit the area in June, accompanied by Mr. Yaqub-Khan, in order to make one more effort to seek a compromise solution.

The Secretary-General visited the region between 31 May and 4 June 1993, during which he met Morocccan and Polisario leaders. This visit led to direct Moroccan-Polisario talks between 17-19 July 1993 aimed at facilitating implementation of the settlement plan. There has also been progress towards the registration of voters. The efforts of the Secretary-General to secure agreement on the criteria for inclusion in the voters' list have my full support.
I have no reports of interference by any of the parties in the work of MINURSO.
