Question:111 Mr. Broughan asked the Minister for Social Welfare if the new code of practice for ESB and gas bills is operating; and if he will make a statement on the matter.

New arrangements to help people who get into difficulties with ESB and gas bills are being finalised. These arrangements replace the guidelines issued last year which dealt with payments under the exceptional needs provisions of the Supplementary Welfare Allowance scheme.
The new arrangements include a code of practice which provides for a co-ordinated response by the Community Welfare Service, the ESB and An Bord Gáis to people in difficulties. Discussions with the ESB, An Bord Gáis and the health boards in relation to the Code of Practice have now been completed and this code will come into operation shortly.
