Question:

48 Ms Keogh asked the Minister for Justice her views on the recommendation by the Human Rights Committee of the United Nations that training in human rights should be systematically provided to law enforcement officials; and if she will make a statement on the matter.

Student, in-service and promotion training programmes in the Garda Síochána include presentations on the rights and dignity of persons. The topics discussed during these training programmes include the Articles of the Irish Constitution on Fundamental Rights, Statute Law, such as the Treatment of Persons in Custody Regulations, 1987 and Procedural Rules.

In addition, a booklet which sets out the professional and ethical standards for the Garda Síochána has been issued recently to every member of the force. The production of this document by the Garda clearly shows the importance which they attach to the observance of the rights of the individual, their obligations to the community and also their personal obligations as members of the Garda Síochána. However, I will bring the recommendations of the Human Rights Committee — made in August, 1993 — to the attention of the Garda Commissioner.
