Question:

31 Mr. Yates asked the Minister for Defence if he intends to implement the main recommendation of the efficiency audit group's report on his Department, that is, that full financial accountability for the management of allocated defence resources and the spending of appropriated moneys be transferred to the Chief of Staff.

34 Mr. Shatter asked the Minister for Defence if he intends to implement the main recommendation of the efficiency audit group's report on his Department, that is, that full financial accountability for the management of allocated defence resources and the spending of appropriated moneys be transferred to the Chief of Staff.

I propose to take Questions Nos. 31 and 34 together.

On 27 April 1993 the Government approved the implementation of proposals to give greater financial delegations to the military authorities on the basis of the Secretary of the Department of Defence remaining as Accounting Officer.

Already, responsibility for approximately £15 million in the area of pay and allowances has been transferred to the military authorities. From 1 January 1994 the Chief of Staff, the Quartermaster General and the Adjutant-General will receive major additional delegated budgets in the area of procurement.
