66 Mr. D. Ahern asked the Minister for the Environment if he will make it compulsory for all manufacturers of bicycles to provide lights on the front and back of each bicycle; or alternatively, if he will make it mandatory on all retailers of new bicycles to provide same on sale; and if he will make a statement on the matter.
