Written Answers. - Arterial Drainage Schemes.

88 Mr. Nealon asked the Minister for Finance if, in view of the fact that all studies in connection with the Owenmore and Arrow Arterial Drainage Scheme, County Sligo, have been completed for some time, that all follow up studies on the cost/benefit analysis have been completed and that no further studies are planned, it has been decided to proceed with the arterial drainage of the catchment area in whole or in part or in a total or modified form; if not, if a final decision has been taken not to proceed with the arterial drainage of the catchment area in whole or in part or in a total or modified form; and if he will make a statement on the matter which will remove uncertainty and enable the farmers of the area to make realistic plans for the future.

Detailed cost-benefit analyses of various options for the drainage and relief of flooding on the Owenmore/Arrow Catchment for the purpose of improving the lands and thus increasing agricultural output have been undertaken. It has not proved possible to devise a scheme on this basis which the Commissioners of Public Works could recommend for approval to the Minister for Finance.

As the Deputy is aware, the Commissioners have been investigating whether it would be possible to devise a modified scheme which might attract financial support based on social and environmental considerations but which would not encourage increased agricultural production. This examination is not yet complete.

It is not my intention to cause uncertainty to local farmers because of the lack of a decision on whether or not to undertake a drainage and flood relief scheme. I am sure the Deputy will appreciate that I am anxious to explore fully all possibilities before making any final decision.

89 Mr. Nealon asked the Minister for Finance if he intends to carry out any works under the Boyle River Catchment Arterial Drainage Scheme on the stream at Ardsoran, Lisserlough, County Sligo, which forms the boundary between counties Sligo and Roscommon; if his attention has been drawn to the fact that, because of the conditions, this stream regularly overflows its bank and floods a lot of land causing considerable loss and damage including damage to turf; and if he will make a statement on the matter.

I am aware that some flooding occurs in the area in question. Scheduled Channel C7/1 of the Boyle Catchment Drainage Scheme in Ardsoran Townland forms the boundary between Counties Roscommon and Sligo for a distance of about 1,000 yards. It is intended, subject to the availability of the necessary funds, to undertake scheme works in this channel during 1994.
