Vol. 436 No. 3

Request to move Adjournment of Dáil under Standing Order 30.

Before coming to the Order of Business I propose to deal with a notice under Standing Order 30 from Deputy John Bruton. I call on Deputy Bruton to state the matter of which he has given notice to me.

I submit that it is expendient that the Dáil adjourn under Standing Order 30 to debate a motion regretting the Tánaiste's failure to answer questions posed in the Dáil last night as to the exact extent of circulation of the leaked Department of Foreign Affairs document and as to whether this circulation was confined to persons who had signed the Official Secrets Act, recalling that the Tánaiste, other Ministers and other informal advisers who may not have signed the Official Secrets Act are not subject to any sanctions under it, and resolving that the Garda Commissioner be requested formally to investigate this matter by the Cabinet with absolute independence and a requirement to report directly to the Taoiseach on his findings.

Having considered the matter fully I do not consider it to be one contemplated by the Standing Order. Accordingly, I cannot grant leave to move the motion.
