Question:

98 Mr. Molloy asked the Minister for Agriculture, Food and Forestry if he intends to introduce individual base areas in connection with the area aid scheme; if so, if he will give the proposed changes in the scheme; and if he will make a statement on the matter.

It is my intention to work towards establishment of individual base areas for arable producers as soon as suitable amendments can be made to Community Regulations. I have already requested changes to the rules in the course of discussions at the Council of Agriculture Ministers. The Commission has agreed in principle to come forward with proposals as soon as practicable.

While no formal proposals have yet been presented to Council, it is my intention to ensure that any amendments made to the regulations will make the operation of the system more practicable and equitable. In particular, I will be seeking provision for the setting up of a national reserve to cater for hardship cases and new entrants.
