Written Answers. - Euroform Project Funds.

Question:

74 Mrs. Owen asked the Minister for Enterprise and Employment the investigations, if any, that have been made into allegations of misuse of funds of a Euroform Project (details supplied); and if he will make public the results of those investigations.

All Euroform projects in Ireland are closely monitored by a Technical Support Unit and by my Department. Written progress reports in respect of each project are required twice yearly and detailed expenditure reports are required on a quarterly basis. In addition, a minimum of two monitoring visits take place each year when representatives of the Technical Support Unit visit each project to review issues arising from the progress reports submitted. These control visits focus in particular on progress towards the achievement of predetermined targets and objectives, including the expenditure profile of each project visited.

In the case referred to by the Deputy the required progress and financial reports have been submitted by the organisation concerned. In 1993, two project visits have taken place. In addition, there have been two meetings with the board of the organisation concerned as well as informal meetings with the Project Manager to explore issues arising in the operation of the project.

By reference to the monitoring procedures outlined, I am not aware of any evidence which would support an allegation of misuse of funds or justify a specific investigation in that respect.
