Question:

171 Mr. R. Bruton asked the Minister for Finance whether the system of tendering for contracts required by European Directives is working satisfactorily in obtaining value for money; and the proposals, if any, he has for less cumbersome precedures which could include the possibility of post tender negotiation which is common in the private sector.

I am satisfied that the tendering procedures set out in the EU Public Procurement Directives, which are designed to ensure transparent, EU-wide competition for public contracts, do not inhibit public contracting authorities from obtaining value for money. I have no immediate plans to introduce any major changes in the national procedures.
