Written Answers. - Transfer of West Finglas (Dublin) Post Office.

Question:

248 Mr. N. Ahern asked the Minister for Social Welfare if his attention has been drawn to the unhappiness and bitterness in the Finglas area, Dublin 11, due to the transfer of the West Finglas Post Office; the number of people who have applied in the past three months to transfer their pensions and other social welfare payments to Finglas Village Post Office; if he is consulted by An Post on such post office changes; and the other channels of payment available to him where An Post cannot adequately cater for the service demanded.

I understand from An Post that the Finglas area is served by four Post Offices, which are located at Finglas Main Street, Cappagh, Ballygall Road and Finglas East (at Ballygall Road West).

Following the resignation of the Postmaster at Cappagh in June last year a new Postmaster was appointed by An Post on 23 September 1993. As a consequence the Post Office at Cappagh was relocated to premises which are about 500 yards from the former Post Office.

Operational issues such as these are a matter for An Post. However, the Company liaises with my Department where changes to its office network occurs. This liaison process flows from the close business relationship which exists between my Department and An Post. It is designed to ensure that changes or transitions can be effected with minimum inconvenience to customers of either organisation. The Company has monitored the operation of the new office, and service standards there are understood to be satisfactory.

Payment by direct credit to accounts at banks, including the Post Office Savings Bank, and certain other financial institutions is now available for people receiving Child Benefit, Old Age Pension and Widows Pension. This Electronic Fund Transfer (EFT) service is also in operation on a pilot basis for unemployment payments and will gradually be made more widely available.

In conjunction with my Department, An Post is in the process of modernising its counter services and this will ensure that social welfare customers will receive a better quality service. A new system for the payment of unemployed persons has already been introduced in the Post Office at Finglas Main Street and this will be introduced at Cappagh Post Office in the near future. This will lead to further improvement in customer service.
Information on the transfers of payments between individual post offices is not readily available.
