Written Answers. - National Lottery Funding.

Question:

107 Ms Shortall asked the Minister for Education the size of the allocation received by her Department from national lottery funds in 1993; the organisations to which these funds were allocated; the criteria applied in deciding which organisations were to receive funds; if there is a standard procedure through which applications are processed; if there is a standard application form available for organisations seeking grants; and, if so, is there an annual closing date for receipt of application forms.

National lottery funding was allocated to my Department 1993 under the following headings:—

Current Sport Programmes.

£6 million.

Sports Capital Programmes.

£5.7 million.

Youth Affairs, £11.404 million.

Current Sport Programmes.

Under the sport's current programme grant aid was awarded to 71 National Governing Bodies of Sport. A list of these bodies is attached at Appendix A.
Grant aid was awarded through the following schemes:
1. Under the Annual Grant Scheme grant aid is awarded to National Governing Bodies of Sport to assist in the areas of Administration, coaching, the purchase of specialised equipment, attendance at meetings of technical and executive committees of European and World bodies and Special Projects aimed at increasing participation and raising standards of performance.
2. Under the International Grant Scheme grants are awarded towards the cost of hosting or attending International events generally of World or European Championships.
3. Under the Elite Sportspersons Scheme grant aid is awarded to assist elite sportspeople undertake training and competition at the highest level.
To qualify for grant aid under these schemes an organisation must be recognised as a National Governing Body of Sport by Cospóir, the National Sports Council and the Department of Education.
(4) Grant-aid is given to the Olympic Council of Ireland to assist with the preparation and sending of the Irish team to the Olympic games and to meet the International commitments of its affiliated sporting organisations.
5. Grants are provided to the Vocational Education Committees to meet the costs of:
(a) Staffing and running of Outdoor Education Centres.
(b) Assistance to Youth and Sports clubs at local level.
(c) Special Projects in disadvantaged areas and the development of youth services in County Dublin. At the end of the year the vocational education committee supply a report to the Department detailing how the grant was allocated. Each vocational education committee is responsible for having an application process.
6. In order to implement my Department's "Sport for all" campaign aimed at increasing participation in Sport, funding is also provided to vocational education committees and to a limited number of organisations to promote sport for all.
I am arranging for a copy of the Annual Grant application form, the Guidelines and Regulations governing the schemes, and the leaflet outlining the criteria for recognition as a National Governing Body of Sport to be forwarded to the Deputy. At present officials at the Sport Section of my Department are preparing the Sport Section's Annual Report for 1993. When this is available a copy will be forwarded to the Deputy.
Sports Capital Programmes
A total of £5.7 million was allocated to my Department in 1993 for the sports capital programmes as follows:—
Major Sports Facilities, £5 million. Recreational Facilities Scheme, £0.7 Million.
This allocation was provided to meet payments in respect of existing Projects under the multi-annual capital programme where grants were originally allocated in 1988. The level of construction activity on these projects determines the expenditure in any year. In 1993 a number of major projects did not proceed as anticipated. The resultant savings were allocated to some existing projects where the original grant was insufficient to complete the facilities. A number of new projects were also included for funding.
Because the funding provided by Government in 1988 was fully committed to specific projects it was not possible, with a few exceptions, to allocate grants to additional projects. Consequently, a large volume of applications had accumulated from various organisations throughout the country seeking grant aid and these applications were used in determining the new project allocations. The criteria used for selection of new projects included the following:
—the nature of the worthwhile recreational facility being provided by the local community;
—the progress made on the project to date by the various organisations, in particular the level of local funding already raised;
—efforts to ensure an equitable geographical spread of funds;
—the ability of the organisations to spend the grants in accordance with financial procedures;
—the availability of similar competing facilities in the area.
All organisations seeking grant aid must make an application for the proposed project providing information on site availability, local funds, estimated costs and other similar facilities in the area. This information forms the basis for the assessment of the application in relation to the provision of grant aid.
Standard application forms are currently available from the Sports Section of my Department for organisations wishing to apply for grant aid from national lottery funds.
In view of the extra funds of £3 million available to my Department for the Recreational Facilities Scheme applications for grant aid will shortly be invited by way of public advertisement. A closing date for receipt of applications will be set in the advertisement.
The list of organisations which received funding in 1993 is attached at Appendix B which I propose to circulate with the official report.
Youth Affairs
The Youth Affairs Section of my Department received an allocation of £11.404 million for the operation of the Youth Service in 1993 which is funded by the proceeds of the national lottery. This allocation was expended on the schemes and programmes outlined below:

Fuller and complete details of all outlays will be given in the 1993 appropriation accounts which will be published later this year.
There are separate application procedures and criteria for funding in respect of each programme. These individual schemes and programmes are the subject of many and varied terms and conditions which would be impossible to outline in a reply to a parliamentary question such as this. If the Deputy wishes to receive the details of any particular case I will let her have these on request.
There are closing dates for receipt of applications for the grant scheme for Youth Organisations and the scheme for special projects.
