Ivan Yates

Question:

97 Mr. Yates asked the Minister for Agriculture, Food and Forestry when a beef premium payment will be made to a person (details supplied) in County Wexford.

Processing of the application received from the person named under the June 1993 10 month special premium scheme was delayed because he did not apply on the correct application form. My Department is now arranging for him to apply on the correct form and will process it for 60 per cent advance when it is received.

His application for grants under the November (10 month) special beef premium scheme is being processed at present and if found in order payment of an advance will be made in due course.

Question:

98 Mr. Dukes asked the Minister for Agriculture, Food and Forestry when a headage grant will be paid to a person (details supplied) in County Clare in view of the fact that no portion of the grant has yet been paid; the reason for the delay in the payment of this grant; and if immediate steps will be taken for the payment of the grant.

The person named applied for grants under the 1993 suckler cow premium scheme for small scale milk producers but was deemed ineligible for grants under that scheme because he does not hold a suckler cow quota.

He has applied for a quota from the national reserve and if that application is successful his 1993 suckler cow premium application will then be considered.

His 1993 cattle and equines scheme grant is being processed at present and if found in order payment will issue as soon as possible.

Question:

99 Mr. Dukes asked the Minister for Agriculture, Food and Forestry when a slaughter premium grant will be paid to a person (details supplied) in County Westmeath; and the reason for the delay in payment of this grant in view of the fact that there is a substantial sum involved and the person is suffering financial hardship as a result of the delay in payment.

Payment will be made within a week. The processing of the application was complicated by the fact that some of the 586 animals involved had been slaughtered in Northern Ireland.

Question:

100 Éamon Ó Cuív asked the Minister for Agriculture, Food and Forestry when payment of beef premium, applied for in summer 1993 will be paid to a person (details supplied) in County Galway.

The application of the person named under the January-February 1993 special beef premium scheme was rejected at a computer validation check because of three invalid tag numbers and an incorrect age entry for one animal. When these problems are resolved, the application will be processed further and if found in order a 60 per cent advance payment, as provided in European Union regulations, will be paid shortly.

He did not apply for special beef premium in June or November 1993.

Question:

101 Éamon Ó Cuív asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Galway will be paid outstanding payments of headage under the cattle headage scheme.

The application of the person named for grants under the 1993 cattle headage scheme in more severely handicapped areas is being processed at present and if found in order payment will be made shortly.

102 Mr. Nealon asked the Minister for Agriculture, Food and Forestry when cattle headage for 1993 and beef premium payments for November 1992, and January 1993, will be made to a person (details supplied) in County Sligo.

The application of the person named for grants under the 1993 cattle and equine headage scheme is being processed at present and if found in order payment will be made in the near future. His applications for grants under the December 1992 and January-February 1993 special beef premium schemes were rejected at a computer validation check because of invalid tags. When this problem is resolved payment can be made.

Question:

103 Mr. Nealon asked the Minister for Agriculture, Food and Forestry when the remainder of cattle headage and beef premium payments will be made to a person (details supplied) in County Sligo.

The person named was paid advances of his 1993 cattle headage grant on 3 December 1993, his 1993 suckler cow premium on 4 December 1993 and his June 1993 special beef premium on 31 January 1994. His applications are being further processed at present and if found in order the balance of the headage grant will be paid in the near future.

Payment of the balance of the suckler cow and special beef premia cannot be made to a particular applicant until all applications received from him-her in 1993 have been processed. This is necessary to ensure compliance with European Union regulations covering in particular the ceiling on eligible animals and stocking density. The processing of November 1993 applications means that in most cases payment of the final 40 per cent of premium will not start before late March.

Donal Carey

104 Mr. Carey asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Clare will be paid his headage and suckler grants; and when these files were passed from the Ennis office of his Department.

The application of the person named for grants under the 1993 cattle and equine headage scheme is being processed at present and if found in order payment will be made in the near future. A 60 per cent advance payment under the 1993 suckler cow premium scheme as provided in European Union regulations will also be paid in the near future.

105 Mr. Carey asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Clare will be paid his headage grants; and when the file was passed from the Ennis office of his Department.

The application of the person named for grants under the 1993 cattle and equines headage scheme is being processed at present and if found in order payment will be made in the near future.

He cannot be paid any 1993 suckler cow premium as he has no quota at present. If he succeeds in obtaining a quota from the national reserve, his 1993 suckler cow application will then be reconsidered.

Jimmy Deenihan

Question:

106 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a sheep premium will be paid to a person (details supplied) in County Kerry.

Payment of the advance of the first and second instalments of the 1993 ewe premium was made on 25 July 1993. The final instalment will be paid after the rate has been fixed by the European Union next March-April.

Jimmy Deenihan

Question:

107 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a suckler cow grant and a headage grant will be paid to a person (details supplied) in County Kerry.

The person named is not the registered herdowner of the herd number quoted. The application of the registered herdowner — a person with the same surname — for grants under the 1993 cattle and equines headage scheme is being processed at present and if found in order a 60 per cent advance will be paid shortly.

She cannot be paid any 1993 suckler cow grants as she has no quota at present. However, if she succeeds in obtaining a quota from the national reserve, her 1993 suckler cow application will then be reconsidered. I am arranging for a national reserve application form to be sent to the herdowner when they become available in a few weeks.

He did not apply for grants under the special beef premium scheme in the January-February 1993 and June 1993 application periods. His applications are being processed further at present and if found in order the balance of the headage grant will be paid in the near future.
