Question:

158 Éamon Ó Cuív asked the Minister for Agriculture, Food and Forestry when payment will be made of the 1993 cattle headage payment to a person (details supplied) in County Galway.

The application of the person named for grants under the 1993 cattle headage scheme is being processed at present and any payment due will be made in the near future.

Question:

159 Mr. Creed asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will be paid his 1993 ewe premium.

The person named was not paid the advance of the first and second instalments of the 1993 ewe premium as he had no quota. He was recently allocated a quota of 14 rights from the national reserve. He will receive payment of his full 1993 ewe premium entitlement when payments commence in March-April.

160 Mr. Creed asked the Minister for Agriculture, Food and Forestry if he will have arrangements made to pay 1992 slaughter premium and 22 month beef premium to a person (details supplied) in County Cork.

Applications from the person named under the January-February 1993 and November 1993 special beef premium schemes are being processed at present. Any advance payment due in accordance with EU regulations in respect of January-February will be made shortly. Payments in respect of November 1993 applications will commence this month.

The deseasonalisation slaughter premium scheme was not introduced until 1993 and my Department has no record of having received an application under that scheme from the person named.

Payment of any balance due under the special beef premium scheme cannot be made until all applications received from him in the course of 1993 are processed. This is necessary in order to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

161 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry when cattle headage payments will be made to a person (details supplied) in County Mayo.

The application of the person named for grants under the 1993 cattle headage scheme is being processed at present and any payments due will be made shortly.

The person named applied under the 1993 suckler cow scheme but as he was not paid under this scheme in 1992 he has not established automatic quota rights. However, if he applies for quota rights to the national reserve and is successful his application under the 1993 suckler cow scheme will be processed further and any payment due will issue in due course.
An application received under the January-February 1993 special beef premium scheme is being processed at present and any advance payment due in accordance with EU regulations will be made shortly.

Dinny McGinley

Question:

162 Mr. McGinley asked the Minister for Agriculture, Food and Forestry when the balance of a sheep headage grant will be paid to a person (details supplied) in County Donegal.

The person concerned applied under both the 1993 cattle and sheep headage schemes. He was paid his full entitlement under the cattle schemes by way of an advance of £629.10 on 27 November 1993 and a balance of £1,066.50 on 19 February 1994.

For all headage schemes there is a limit on the total amount which can be paid per acre. Based on the acreage which the person concerned declared on his sheep headage application his entitlement under the sheep headage was curtailed to £190.80. He did however declare a bigger acreage on his 1993 area aid application which if correct, will qualify him for a balancing payment under the 1993 sheep headage scheme. I have arranged to have the discrepancy in the acreages investigated and any payment due will be made as soon as possible.
