He has already been paid a 60 per cent advance under the 1993 cattle headage scheme on 27 November 1993. His application is being processed further at present and any balance due will be paid shortly.

Question:

119 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a grant under the suckler cow scheme and the beef premium scheme will be paid to a person (details supplied) in County Kerry.

The person named was paid an advance of 60 per cent in accordance with EU regulations on foot of his application under the 1993 suckler cow premium scheme.

He also applied for special beef premium on ten month and 22 month animals in June 1993. At a computer validation check it was found that four animals listed on the ten month application had invalid tags and two other animals had previously been paid on in this category. On the 22 month application it was found that three of the animals were under the required age. When these problems are dealt with his application will be processed further and any advance payment due will be made.

Payment of the balance of the special beef premium and suckler cow premium cannot be made until all applications received from him in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

Michael Creed

Question:

122 Mr. Creed asked the Minister for Agriculture, Food and Forestry if he will approve a lump payment to the Land Commission by a person (details supplied) in County Cork for lands acquired some years ago as a final settlement; and, if so, the amount which his Department would settle for.

A special package of measures to assist farmers with high land annuity repayments was announced by the Government in September 1992. These measures included an option to buy out their annuities at half the normal buy-out price. A letter issued to the person named on 16 March 1993 offering a reduced buy-out price of £2,845.66. This offer was available up to 31 May 1993 but was not availed of by the person named. Since the reduced offer was not availed of by the closing date, the amount now required to buy-out this annuity is approximately £5,700.

Brendan Kenneally

Question:

123 Mr. Kenneally asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Waterford will be paid under the sheep subsidy scheme; and if he will make a statement on the matter.

The person named applied under the 1993 sheep headage scheme for grants on 120 mountain breeding ewes only but as he did not declare that he had mountain grazings as required under the EU regulations, he was not eligible for any sheep headage grants.
