Written Answers - Convention on the Rights of the Child.

Question:

116 Mr. Barrett asked the Tánaiste and Minister for Foreign Affairs the present status of the national plan of action to meet the goals of the United Nations Convention on the Rights of the Child.

Ireland signed the United Nations Convention on the Rights of the Child on 29 September 1990 and ratified it on 28 September 1992. In accordance with Article 49, the Convention entered into force for Ireland on 28 October 1992.

Implementation of the provisions of the Convention at national level is a matter for the Government Departments and Offices having direct responsibility for policy and legislation in the areas covered by the Convention.

Under the terms of Article 44 of the Convention, each State Party undertakes to submit a report to the Committee on the Rights of the Child, established by the Convention, within two years of the entry into force of the Convention and further reports every five years thereafter.

Ireland's national report, is due to be submitted to the Committee from October 1994. My Department is co-ordinating its preparation with other Government Departments. The report will be concerned with the measures adopted to give effect to the rights contained in the Convention, and progress made on the enjoyment of those rights.
