Question:

102 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if his Department will pay the higher rate of reactor grant to a person (details supplied) in County Leitrim.

The person named will be paid the higher rate of TB reactor grants applicable from 1 January 1994.

Question:

103 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of headage to a person (details supplied) in County Mayo.

As the application of the person named for grants under the 1993 cattle headage scheme was overlooked inadvertently I am arranging for it to be paid within the next week.

104 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of a suckler cow grant to a person (details supplied) in County Mayo.

The person named was paid an advance under the 1993 suckler cow premium scheme on 30 November 1993. His application is being processed further at present and any balance due will be paid shortly. EU regulations precluded payment under the suckler cow scheme before 1 November 1993 and even then limited the payments to 60 per cent advances. Payment of the balances under that scheme is subject to EU requirements relating to the ceiling on eligible animals and stocking density. This obliges member states to process all applications received from a particular applicant during the course of 1993 before paying out balances. Payment of suckler cow scheme balances have now commenced.

105 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of headage to a person (details supplied) in County Mayo whose forms were correctly filled in, returned in time and everything was in order and who has not received any payment.

Payments under the 1993 headage and premia schemes are ongoing. The applications from the person named for 1993 cattle headage and 1993 suckler cow premium are being processed at present and payment will issue shortly. His 1993 application for special beef premium is also being processed at present and if found in order payment will be made as soon as possible.

106 Mr. Creed asked the Minister for Agriculture, Food and Forestry if all 1993 cattle headage, beef premium and area aid grants have been paid to a person (details supplied) in County Cork.

The person named was paid an advance under the 1993 cattle headage scheme on 30 November 1993. His application is being processed further at present and any balance due will be paid shortly. He did not apply under the 1993 suckler cow or the January-February 1993 special beef premium. He applied for special beef premium on seven ten month animals in June 1993. Following a computer validation check two of the tag numbers listed showed up as invalid tags. This matter is being taken up with him for clarification before payment can be processed further.
