Question:

45 Mr. E. Kenny asked the Minister for Finance if he will provide a list of the authorities responsible for implementation of measures under the community support framework referred to in his reply to Parliamentary Question No. 40 of 21 April 1994; whether multilateral advisory group meetings will take place in order that regional authorities and their committees will be better enabled to advise on priority action being taken in their respective areas; and, if so, how often these will meet; and if he will make a statement on the matter.

The Community Support Framework will be implemented through a number of sectoral operational programmes. The authorities responsible for implementation of operational programmes under the Community Support Framework are listed in Appendix 3 of the National Development Plan 1994-1999, a copy of which is included in the Official Report.

The main implementing bodies are represented on the Operational Committees of the Regional Authorities, which are being established to advise and assist the authorities on matters concerning their functions in relation to EU assistance. It is envisaged that the operational committees will usually meet not more than four times a year to receive and consider progress reports and financial statements on current and planned implementation measures.

The Government is fully committed to regional involvement in reviewing the implementation of the Community Support Framework. The main implementing bodies are integrated into the regional authorities review proces. I am satisfied that the arrangements which we have put in place will enable this process to be carried out in an efficient and effective manner.
