Question:

134 Mr. Barry asked the Minister for Health the difference between the present health boards and the proposed new health authorities; the composition of the new health authorities; the way in which they will be funded; the way in which they will be different from the present arrangements, in particular as regards Exchequer funding; and if he will make a statement on the matter.

My proposals for changes in the organisational structures of the health services are set out in the "Framework" chapter of the Health Strategy.

The Eastern Health Board will be replaced by a new authority which will be responsible for all health and personal social services in the region. With regard to the other health boards, which are to be renamed "health authorities", there will be a clearer distinction made between the roles and responsibilities of the boards and their executives. Also, in delivering their services the health authorities will be expected to focus more closely on health and social gain, key concepts in the health strategy.
The new health authorities will be composed of board and executive. I have not yet made my decisions about the composition of the boards. I will take account of any views expressed during the consultation which will now take place in relation to implementing the health strategy. The detailed management arrangements will be worked out later.
The health authorities will continue to be Exchequer funded but new financial controls are being introduced to reinforce budgetary observance. Also, the direct funding of voluntary agencies by my Department will cease and this responsibility will be taken over by the health authorities. It should be noted that the independent identity of the voluntary agencies will be fully respected under the new arrangements.
The organisational changes set out in health strategy are necessary to achieving the reshaping of the health services in terms of a clear strategic direction so that improving peoples' health and quality of life become the focus of the health authorities' activities. The legislation to implement these changes will now be prepared for submission to Government.
