Written Answers. - Health Strategy Programme.

Question:

71 Mr. Carey asked the Minister for Health whether he expects his recently published health strategy programme to be implemented in full within a four year period; and if he will make a statement on the matter.

The strategy document is in two parts. The first part is the health strategy proper which sets out a clear strategic direction for the health services so that improving people's health and quality of life becomes the primary focus of the services. The second part is a four year action plan for development of services.

The reorientation which will be brought about by the health strategy is, clearly, a long term process which will affect the health services for many years to come. Its implementation will begin immediately and I would expect major progress to be made within the four year period in terms of improving the overall effectiveness of the services. The measures set out in the second part of the strategy document, i.e. the four year action plan, are specifically geared towards achievement in the 1994-1997 period. I fully expect these measures to be implemented within that timeframe.
