On the Order of Business, can we take it that the Government's measure will deal with at least one issue, that is, that people from India and China will not be——

Deputy McDowell may not raise a matter I have ruled against this morning.

——subjected to the racist policy operated by the Department of Justice about which we heard yesterday?

Since there are no legitimate matters——

The Minister for Enterprise and Employment, Deputy Quinn, knows full well that such a policy is being applied by certain individuals in the Department of Justice.

I call on the Minister for Finance to move item No. 7.

I want this House to be told why it is right that people from India and Pakistan——

——should be treated differently from any other group in this society. This is a shame, and the Labour Party in particular knows that a racist policy——

Please, Deputy McDowell.

——is being applied.

I call Deputy Harte.

Will you be good enough, a Cheann Comhairle, to give the Minister for Agriculture, Food and Forestry an opportunity to tell us when cattle and sheep headage premium payments——

Not now, Deputy Harte. I am moving on to item No. 7.

On the Order of Business——

When will the Minister for Agriculture, Food and Forestry make those payments to Donegal farmers?

The Chair should not have to repeat himself.

Will you give the Minister for Agriculture, Food and Forestry an opportunity to inform the House——

This matter is out of order now and the Deputy knows it.

There are cheques bouncing all over Donegal——

Please, Deputy Harte, show some respect for the proceedings of this House and the Chair.

——because the Minister will not pay the people to whom he owes money.

Is it not in order to ask the Minister——

Deputy Harte, please allow the proceedings of this House to continue in an orderly fashion.

I would do so if you would give the Minister for Agriculture, Food and Forestry an opportunity——

I will not, and you know I cannot.

——to tell us when he proposes to pay the farmers in County Donegal the money which is due to them.

For the last time, will you please resume your seat?

I would do so willingly if the Minister would tell the House——

Deputy Harte, resume your seat now or leave the House.

I will not dispute the issue with you, Sir——

Please leave the House, Deputy. The proceedings cannot be disrupted in this unruly fashion.

——but before I leave the House I want to protest on behalf of the farmers in Donegal who have been waiting for their money since the beginning of the year because the Department and Minister are refusing to pay them the money——

Deputy Harte, please leave the House.

Why are you asking me to leave the House?

Other Deputies have been disorderly——

If the Deputy does not leave the House forthwith I will have no option but to ask for him to be named.

You do not have to do that, but I want to protest——

(Interruptions.)

Why are you protecting the Minister for Agriculture, Food and Forestry but will not take the side of the Donegal farmers?

That is disgraceful.

(Interruptions.)
Deputy Harte withdrew from the Chamber.

Some weeks ago on the Order of Business the Taoiseach said that the Refugee Bill would be published before the summer recess. Will he now confirm that and indicate when he expects the Bill to be taken, having regard to the current controversy surrounding these issues? While I am on my feet, may I also ask him if he will provide time tomorrow for a debate on TEAM Aer Lingus where 2,000 jobs may be lost if urgent action is not taken——

I have given the Deputy some facilities and he may not abuse them now.

It is an urgent matter and 2,000 jobs are at stake.

The Taoiseach to reply to the Deputy's earlier question.

As I have already stated this morning, the Government's Refugee Bill has been with the parliamentary draftsman for more than two months. It is being accelerated as fast as possible and as soon as we get it back it will be published, at which stage the Whips can agree when it should be taken.
