Order of Business.

It is proposed to take Nos. 9, 10, 11, 12, 18 and 3. It is also proposed, notwithstanding anything in Standing Orders, that: 1. Nos. 9, 10, 11 and 12 shall be moved and debated together, the proceedings thereon shall be brought to a conclusion within one hour by one Question which shall be put from the Chair and speeches, which shall not exceed 15 minutes in each case, shall be confined to a Minister or Minister of State and the main spokespersons for the Fine Gael Party, the Progressive Democrats Party and the Technical Group; 2. The proceedings on the Report and Final Stages of No. 18 if not previously concluded shall be brought to a conclusion at 6.45 p.m. by one Question which shall be put from the Chair and which shall in relation to amendments include only those set down or accepted by the Minister for Agriculture, Food and Forestry.

Private Members' Business shall be No. 24.

Is the proposal for dealing with Nos. 9, 10, 11 and 12 satisfactory? Agreed. Is the proposal for dealing with no. 18 agreed?

I propose that the time of 6.45 p.m. be altered to 12.30 p.m. to enable this House to debate the serious situation now facing us as a result of the European Commission's decision to reject the Government's proposals with regard to the cuts in the National Development Plan. This matter needs to be debated urgently——

The Deputy is circumventing a ruling of the Chair earlier on this subject.

——and the Government needs to tell this House what it has been telling "Morning Ireland" and journalists and give it the information it requires so that we can judge precisely how badly the Government is governing.

There is no relationship between the matter referred to by the Deputy and the proposal before the House. Am I to take it the Deputy is opposing this proposal?

I am and unless I receive a positive response from the Government I intend to press it to a vote.

The question is: "That the proposal for dealing with No. 18 be agreed".
