Question:81 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry if sheep premium will be paid to a person (details supplied) in County Mayo.
Written Answers. - Grant Payment.
The EU Commission have specifically ruled that sheep killed by dogs do not come within the ambit of force majeure and therefore, they cannot be considered for payment of the ewe premium. I regret, therefore, that I am precluded from making payment on the proportion of this applicant's flock which was killed by dogs. I am, however, arranging to have this case re-examined to see whether payment can be made on the surviving sheep.

Question:82 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry when cattle headage grant will be paid to a person (details supplied) in County Mayo.
The person named has already been paid the full amount due to him under the 1993 cattle headage scheme on 27 May 1994. However, he did apply for grants on four cows under the 1993 suckler cow premium scheme for small-scale milk producers. This application cannot be processed further as he has not established suckler cow quota rights. Since he was not paid under this scheme in 1992 he has not established automatic quota rights. My Department has no record of an application from him for rights from the special reserve.

As the person named had no quota and as he did not apply for an allocation of quota from the national reserve he was not entitled to any payments under the 1993 ewe premium scheme.

Payment of the third instalment of the 1993 ewe premium was made to the person named on 8 June.
