Written Answers. - St. Ita's Hospital, Portrane.

92 Mr. R. Bruton asked the Minister for Health if his attention has been drawn to the fact that sections of St. Ita's Hospital, Portrane, County Dublin, are in need of painting and decorating; whether it is Government policy to allow certain sections of this hospital to become run down with a view to closure; and whether the charter for patients includes a commitment to an acceptable level of painting and decoration.

The Eastern Health Board is responsible for the provision of services at St. Ita's Hospital, Portrane. My Department made additional capital funding available to the board in 1993 for redecoration and refurbishment of units on the complex of St. Ita's. The unit for the elderly has been completely refurbished over the past two years and the psychiatric services admission unit is at present undergoing extensive redecorating.

It is the policy of the Eastern Health Board to maintain 150 beds on the complex for mental handicap services. Extensive upgrading of the mental handicap service has already taken place and a further sum of £100,000 has been made available to the board this year to continue this work.

In the light of the report of the Inspector of Mental Hospitals on his most recent visit to the hospital, I am satisfied that maintenance work at the hospital is not being neglected while recognising that there is still scope for improvement.

In line with the psychiatric services reportPlanning for the Future, and the mental handicap services report Needs and Abilities, a more comprehensive community-based service is being developed for psychiatric patients and mental handicap clients. This means there will be less need for long-stay beds at St. Ita's as they are gradually being replaced by community residential facilities for people whose needs can be met more appropriately outside of large hospitals. It is the intention of the Eastern Health Board that certain sections of St. Ita's Hospital will be vacated. However, the board will retain a number of services on the complex and, to this end, facilities which will be required on a long term basis, will be upgraded.
As part of the development plan for mental handicap services at St. Ita's Hospital my Department has provided additional revenue funding to allow 47 people with mental handicap to move to more suitable accommodation in 1994.
The Eastern Health Board has set aside a sum of £1 million to continue with the programme of providing more suitable community-based residential facilities, over the next four years, for a further 100 residents with a mental handicap.
A Charter of Rights already exists for patients attending general hospitals setting out what patients have a right to expect when they receive treatment. It is my intention to produce a similar charter for the mentally ill in the near future which will emphasise the need to improve the quality of all aspects of the services available to them.
