Question:

164 Mr. Noonan (Limerick East) asked the Minister for Education if she will apply the £2,000 allowance for a second child in college in assessing the eligibility for a higher education grant of a student in post-graduate studies whose primary degree commenced before the allowance was introduced; and if she will make a statement on the matter. [2320/94]

In 1992, the third level student support schemes were amended to the effect that the income limits for families were increased by £2,000 for each additional child after the first attending third level education.

As the student mentioned by the Deputy entered third level before 1992, he-she could not benefit directly from the £2,000 income adjustment.

The general practice is that improvements in the schemes of student support are not applied retrospectively.
