Question:

68 Mr. Connor asked the Minister for Enterprise and Employment if his attention has been drawn to the fact that the A 1 contribution rate of PRSI at 12.20 per cent is still applicable to supervisors employed in community employment schemes in spite of the promise that the rate would be reduced to 0.50 per cent contribution class J. O.; and if community groups will be notified that this rule will be made applicable from 6 April 1994. [2252/94]

Arrangements are currently in operation whereby voluntary/community groups sponsoring projects under the community employment programme do not pay the appropriate PRSI employer contribution in respect of supervisors employed by the groups to provide supervision for the participants engaged on the projects. The supervisors themselves pay the usual Class A 7.75 per cent employee contribution in line with the normal PRSI arrangements for employees.

The arrangement whereby sponsors do not pay a PRSI liability for supervisors will continue to 5 April, 1995 and the position from 6 April, 1995, onward is currently under review.

Participants engaged on the projects are insured under Class J of the PRSI system for occupational injuries only. They themselves have a nil contribution while the sponsor is liable for a 0.5 per cent employer contribution per participant.
