Question:

104 Mr. Crowley asked the Minister for the Environment if he will allow local authorities to absorb legal costs incurred by persons who have applied for the home improvement works schemes when unforeseen legal difficulties occur and the applicant is unable to afford a solicitor. [2280/95]

I assume that the question refers to the scheme of improvement works in lieu of local authority housing. Legal expenses may not be charged against the capital cost of such projects. A local authority may, however, pay any legal costs that arise and meet them from repayments made by beneficiaries under the terms of the scheme.
