Question:

114 Mr. Davern asked the Minister for Justice when Irish citizens will be allowed to travel freely in the EU without the need for a passport. [2251/95]

Discussions on how best to achieve the objective of free movement of persons set out in the Treaty on European Union have been in progress for a considerable period of time. Given the divergent views held by member states on the question and the complexities inherent in doing away with immigration controls and putting in place compensatory measures regarded as essential by member states it is not possible to indicate when the objective set out in the treaty will be achieved.
