Question:

125 Mr. N. Ahern asked the Minister for Social Welfare if he will make a concession in the case of persons (details supplied) in Dublin 9 whose ESB allowance has been withdrawn. [2325/95]

One of the conditions for receipt of free electricity allowance is that the applicant must reside entirely alone or only with persons who come within certain excepted categories.

The person concerned was in receipt of free electricity allowance on the basis that his son, who was under 21 years of age and undergoing full-time education, came within the categories of persons whose residence is disregarded for the purposes of entitlement under the scheme.

His son, on reaching age 21 years, is no longer excepted for the purpose of the living alone condition of the scheme. In the circumstances, he is no longer entitled to free electricity allowance which was terminated in November 1994.

If the composition of his household changes and he feels that he satisfies the "living alone" condition of the scheme, he should advise my Department and his entitlement will be reviewed.
