I have already announced in the media and at recent meetings with the Tourism Council and Bord Fáilte staff, that I propose to press ahead with the implementation of the key findings in the Arthur D. Little Review of Bord Fáilte. It was right to commission a fundamental review of BFE in the light of the growing maturity of the Irish tourist industry. In the soundings I have taken to date, I have yet to hear any fundamental disagreement with the key findings of the consultants that Bord Fáilte should concentrate, in future, on its core activities of selling Ireland overseas, helping the less mature elements of the industry to develop and providing information to industry decision-makers.
A high level steering committee, comprising the Secretary of my Department, the chairman and the director general of Bord Fáilte, an Assistant Secretary in the Department of Finance and a senior consultant from A. D. Little, has been established to ensure that the changes are implemented fully and on target. The steering committee has met on six separate occasions and, with the assistance of a number of project teams, has now completed the analytical phase of its work in relation to the divestment of the non-core functions of BFE. A number of requests for proposals to carry out non-core functions will shortly issue.
Equally as important as getting the divestment programme right, is to bring about the internal cultural, organisational and staffing changes required to relaunch Bord Fáilte as a dynamic and vibrant agency for the next millennium. I know that the chairman, board and the director general, with the assistance of the steering committee, are fully committed to this process and it is receiving their full and urgent attention.
