Written Answers. - Refurbishment of Dublin Estate.

65 Mr. J. Mitchell asked the Minister for the Environment if he has received an application for final approval from Dublin Corporation to proceed with the refurbishment of St. Michael's Estate, Inchicore, Dublin 8; if he will approve the proposal; the reasons for the delay with this project in view of the adverse conditions in which people at St. Michael's Estate are living and in view of the continuous efforts and pressure of the local blocks committee; if, in addition to proceeding with the refurbishment, he will lay down new requirements for Dublin Corporation in relation to allocation and transfer policy and also impose new requirements in relation to estate management both of which would be seen as essential prerequisites to ensure that the upgrading and improvements brought about by refurbishment are not quickly lost; if he will meet with local public representatives and a deputation from the blocks committee; and if he will make a statement on the matter. 69 Mr. Gregory asked the Minister for the Environment if he has approved the proposal by Dublin Corporation to refurbish St. Michael's Estate, Inchicore, Dublin 8; and if he will make a statement on the matter. [3556/95]

I propose to take Questions Nos. 65 and 69 together.

Because of the complexity and cost of the works to be undertaken to this estate under the remedial works scheme, the corporation was requested last August to have a comprehensive structural survey of the flats carried out. I understand that this survey is now being finalised and that a report on it will be submitted to my Department shortly. I will then be in a position to give further consideration to the corporation's proposals.
Improved estate management is a condition of funding under the remedial works scheme. I agree that improved management is essential to ensure that the benefits of the upgrading of an estate brought about by refurbishment are not quickly lost but it is the responsibility of the corporation to implement the necessary arrangements in this respect. Letting and transfer policy is also a matter for the corporation in accordance with the statutory scheme of priorities for the letting of dwellings. In view of the foregoing, it would be more appropriate that any meeting on the lines suggested should involve the corporation rather than me or my Department.
