36 Mr. Sargent asked the Minister for Justice if she will review the regulations which require growers to apply for a ... to use certain types of fertiliser which are also raw material for making explosives; and, in view of the developing peace process, if she will remove this bureaucracy from the horticultural community. The need for the controls in question, which are operated under the Explosives Act, 1875, are being kept under review against the background of the changed security situation.
