Question:

22 Kathleen Lynch asked the Minister for Defence if his attention has been drawn to concerns that, in spite of regulations in force since 1955, servicemen have not been provided with sufficient hearing protection during the firing of guns and heavy artillery, resulting in hearing damage; the proposals, if any, he has to ensure that adequate hearing protection is provided; and if he will make a statement on the matter. Members of the Defence Forces have been provided over the years with training guidelines for the protection of hearing and with the necessary protective equipment in line with knowledge and technology generally available at the time. Both training and equipment have been constantly monitored and reviewed in the light of changing standards and relevant recommendations have been implemented.

In recent years as part of the general implementation of the provisions of the the Safety Health and Welfare at Work Act, 1989, the military authorities have undertaken a major review of this problem and arising out of that review a number of measures have been taken to improve the effectiveness of care of hearing procedures within the Defence Forces. The steps taken include:

(1) A full examination of training procedures in regard to care of hearing and the implementation of a programme of education of personnel in the importance of care of hearing. Emphasis on such training is being addressed on a continuing basis and is incorporated into all levels of training.

(2) A review of methods of training and work practices with a view to ensuring the adherence of all personnel to the appropriate care of hearing regulations and directives.
