Written Answers. - Ferry Safety Standards.

45 Mr. Browne (Wexford) asked the Minister for the Marine if he has satisfied himself with the safety standards in existence on all ferry ships operating from ports in this country; the comparative EU and world standards; and if he will make a statement on the matter. [6561/95]

I am satisfied that our existing legislative and inspection regime for safety on ferries is in line with, and in many respects exceeds, international and EU standards.

The Marine Survey Office of the Department of the Marine operates a strict year-round inspection programme for all ferries using Irish ports. This programme is designed to ensure strict compliance with national, international and EU safety standards. The programme also encourages a culture of safety, reliability and best practice.

There is a large international dimension to maritime safety legislation which is governed by the International Maritime Organisation. The IMO conventions are the cornerstone of maritime safety regulation throughout the world. The Department will continue to give the highest priority to introducing into Irish law the IMO's constantly evolving standards for ferry safety.

Following theEstonia tragedy last September, the IMO announced a priority review of ferry safety. The review is being carried out by an international panel of experts and is drawing on the advice and information available from member states. The Chief Surveyor of the Department of the Marine is playing an active role in this review. I expect that the review will produce a number of concrete recommendations on key aspects of ferry safety.
The European Union is playing an increasing role in maritime safety. This role was given increased impetus as a result of theBraer tanker disaster and more recently following the loss of the passenger ferry Estonia. The EU's “Common Policy on Safe Seas” provides the framework range of important regulatory measures covering maritime safety including port state control, the international safety management code and reporting arrangements for ships carrying dangerous or polluting goods. Ireland participates actively at EU level to ensure that the highest practical and enforceable standards of ferry safety prevail and is supportive of EU efforts to bring forward the date of application of IMO regulations in EU member states.
