Question:

77 Mr. J. Mitchell asked the Minister for Enterprise and Employment if he will give details of the proposed 12 area partnerships to which he referred in a recent speech (details supplied); and if he will indicate the connection these have with the area partnerships under the community enterprise programme organised under the aegis of the Department of the Taoiseach. I take it the Deputy is referring to the Government decision to establish a local employment service, which will be introduced initially in the 12 area partnerships set up under the Programme for Economic and Social Progress and in two other areas which I hope to announce in the near future.

The local employment service will operate under my direction and in close co-operation with the initial 12Programme for Economic and Social Progress area partnerships, which are based in the following areas: Ballymun: Coolock/Darndale/Kilbarrack; Dublin inner city; Finglas/Cabra; Tallaght; Cork North City and some other disadvantaged areas in that city; Dundalk; Kerry south west and other rural disadvantaged areas of Kerry and Killarney: Limerick city; Mayo north; Waterford west and other rural disadvantaged areas of Waterford; Wexford south west and other rural disadvantaged areas of Wexford.

The local development service will provide a gateway, or access point, to the full range of options available to a long-term unemployed person, including guidance, training, education and employment supports. The responsibility for the local development programme in the partnership areas rests with the Taoiseach. In this regard the areas designated as partnerships have been extended from the original 12 areas to 33.
I assume the reference to the community enterprise programme should be community employment which is administered by FÁS on a national basis. Funding to FÁS for community employment in partnership areas is provided from the Vote of the Department of the Taoiseach and, in non-partnership areas, from my Department's Vote.
