78 Mr. Broughan asked the Minister for Health the plans, if any, he has to allow for competition in medical insurance in Ireland; and his views on the proposed Voluntary Health Insurance increases. [7168/95]

Limerick East): The 1994 Health Insurance Act is designed to allow for competition and to regulate the Irish private health insurance market on foot of the Third EU Directive on Non-Life Insurance. My Department has recently published draft health insurance regulations which will provide the supporting regulatory framework necessary to ensure the successful operation of the system of community rated health insurance provided for in the 1994 Act. Consultations are currently under way with all interested parties on the draft regulations and it is expected that they will be completed in May. I have had no indication from the Voluntary Health Insurance Board of any proposed increases.
