Question:

84 Mr. Sargent asked the Minister for the Environment if he will introduce legislation to ban plastic bags sold at retails outlets in view of their polluting effects on the environment in order to encourage the use of alternatives; and, if not, the reason therefor. [7183/95]

The Waste Bill will provide for a wide range of measures to support and facilitate waste prevention, minimisation and recovery, including powers to introduce restrictions on the use of specified materials for packaging purposes. The extent to which these powers will need to be used in relation to any particular materials will depend on the proposals to be brought forward in relation to packaging and packaging waste by the Industry Task Force on Recycling which has been established under the auspices of IBEC.
