Question:22 Ms. O'Donnell asked the Minister for Social Welfare if he will give priority to the setting up of an independent appeals system for supplementary welfare allowance outside of the health boards structures. [8263/95]

My predecessor initiated a review of the supplementary welfare allowance. SWA, appeals system in 1994. My Department is currently concluding this review and I expect to have proposals for improving the current system put before me shortly.
I recognise the need for improvements in the present SWA appeals system and I will consider all the options put before me for improving the system on conclusion of the current review.
