Written Answers. - Effects of Hydro-Electricity Plants.

37 Mr. M. Smith asked the Minister for the Marine if his attention has been drawn to the environmental effects of hydroelectric plants on fishing; and whether he is promoting any changes in the planning code to deal with this issue. [9062/95]

I am aware that hydro-electric schemes can have possible adverse impacts on fish populations. The developers of these schemes have a statutory responsibility to ensure the safe passage of fish. In addition, all such proposals are subject to the full planning process and are notified to the relevant regional fisheries board for assessment from the fisheries perspective. The boards consult as necessary with applicants and local authorities in order to ensure that all appropriate safeguards and conditions to protect fish populations are incorporated into any planning permissions given. The subsequent operation of such schemes are regularly monitored by the fisheries boards.

I am satisfied that, by and large, the planning process ensures that the concerns of fisheries boards can be met. I am not aware of any compelling reason to seek additional safeguards within the planning code but the matter will be kept under review in consultation with the regional fisheries boards.
