Question:

107 Ms O'Donnell asked the Minister for Health when the new health insurance legislation will be presented to the Houses of the Oireachtas; if the said legislation will prevent insurance companies from dropping community rating; and if he will make a statement on the matter. [10993/95]

Limerick East): The Health Insurance Act, 1994 which was passed by both Houses of the Oireachtas in June, 1994 set out the principles which health insurance undertakings offering health insurance contracts in this country must comply with — namely community rating, open enrolment and lifetime cover. The draft health insurance regulations which my Department has published provide the supporting regulatory framework necessary to ensure the successful operation of the system of community rated health insurance provided for in the 1994 Act. The Department is now finalising the consultation process with relevant parties.
