51 Mr. N. Ahern asked the Minister for Finance the different superannuation schemes operating in the State and semi-State sectors, with particular emphasis on the manner in which the pension is calculated regarding the inclusion or otherwise of overtime working, weekend duty, higher duty and so forth in the calculation; and if he will make a statement on standardising the various schemes. In so far as my direct area of responsibility, the Civil Service, is concerned overtime earnings are, in general, not reckonable for superannuation purposes. However, weekend duty allowances, higher duty allowances and other allowances in the nature of pay are reckonable, subject to certain conditions. One of those conditions is that the allowances must be earned during the final three years of service. I understand that broadly similar arrangements apply in the rest of the State and semi-State area.

While I have an overall control function in relation to public sector superannuation schemes, the initiation of changes in any such scheme is a matter in the first instance for the organisation in question and the responsible Minister.
