93 Mr. Dempsey asked the Minister for the Environment the verbal instructions or directions, if any, he gave to county managers or county engineers when he informed them of the allocation of funds for works on non-national roads in late July and early August 1995. [15186/95]

94 Mr. Dempsey asked the Minister for the Environment if he gave a ministerial directive that the spending of the money allocated by him in July and August 1995, for non-national roads was an executive decision to be made by county managers only. [15187/95]

I propose to take Questions Nos. 93 and 94 together.

At a meeting with managers and county engineers on 27 July 1995, I emphasised the necessity of starting the additional work as a matter of urgency and indicated that the elected members should in due course be briefed about the additional funding. The conditions applying to the payment of the grant allocations were set out in Circular RW 4/95 of 28 July a copy of which has been placed in the Oireachtas Library.
